Ashoka was a Buddhist king who did not like Hindus.  Most likely it is Hindu workers who are painting his emblem. 

Got to check on this. If true, how can he say that he was a true Buddhist?

Whoever hates isn't a true follower of Buddha and isn't a Buddhist as this is what was not preached by Buddha.
