Incorrect.

It applies specifically to countries which uses the calendar with 365/366 days in a year -- 12 months in the year.

Countries that have their specific calendars, completely unrelated to the christian one are Iran, Bangladesh, Israel, India, Ethiopia, Thailand, Japan, Taiwan, etc., etc., etc..

Also there are specific and different calendars for Muslims, Hindus, Jews and the Catholic church.

The calendar used in the Western Countries is based on the birth of Christ, not his resurrection.
