He got 15 years with 3 years "good behavior" (because he was locked up protective custody presumably because of repeated sexual assaults).  His 40 years was to be served concurrently meaning that his overall was 15 years. 

So he is due out this year.  That being another reason why Jagdeo is desperate to have APNU out of power before the end of this year.  RK arriving with Granger still around wouldn't be "nice" as he will then be arrested for crimes committed in Guyana.

Please don't pretend as if the US gov't didn't consider him to be a major drug trafficker.  His murderous behavior in Guyana was not of their concern. What interested them is that he conspired with FARC to import massive quantities of coke into the USA. 

That he killed a PPP minister who refused him access to forestry grants that he planned to use to disguise his trade 9log exports) is what the PPP needs to answer to.  Suffice to know that the massive drug shipments out of GY which used to occur in that era no longer seem to be as much of an issue.  Now we hear about mules getting caught either at JFK or GEO.  Then it was about major shipments being interdicted OUTSIDE of Guyana.
