Halliburton will hire people to provide the skills. Those folks like Ming, Fernandez, Eric etc. would be there for their local inputs and knowledge of the local environment. Halliburton is a service provision company that started by providing services such as meals and pipes to oil drillers in the Oklahoma oil fields. They provide oil services from catering to delivery of money with armed guards. I think UG is a PR move to get Halliburton to be accepted by the Guyanese community.
