There is an oil trend happening in the world today. Shareholders are putting pressure on the oil companies to stop investing in oil projects that cost alot of money to start. That is why BP is no longer in Alaskan oil and every big name oil company is no longer in the Canadian oil sands. It cost too much money to start projects there. Oil companies are now moving to the third world where the cost of production is much cheaper. Guyana oil is cheap to extract. You only need a ship, drill and a hose. Not much infrastructure to be built.
