Also, trying to make fun of someone illustrating a strategy is something only an idiot like you would do. You still missed his intent. Assembling a computer is simple. With some fab one can most certainly design and build a great machine. This project was sufficient to bootstrap such an enterprise.
In the end he was right since a fabrication in guyana would have saved the nation millions if a locally built computer was assembled in guyana. The piece of crap the PPP ordered was little more than a toy and today all are obsolete.
