Clearly a case of afc/pnc sabotage. For those who don't know the series of events that led to this deplorable situation, here are the fact checks.
It starts from the design stage, the afc/pnc operatives in the engineering firm gave incorrect specifications for the design in the hopes of sabotaging the stelling project. They modified the stelling design to a weaker specification than required for heavy vehicles. Then other paid afc/pnc operatives infiltrated the cement mixing industry and incorporated weakining additives to the cement to ensure failure of the concrete.
