Druggie this is the difference between the PPP and the PNC. The former is a plantation where ordinary members have no input and the executor are too terrified of Baby Kong (AKA Bharat Jagdeo).

In the PNC when the grass roots rises up the leadership is forced to listen. Their deep fear is that the PNC base stays home in 2020 meaning that there will be no "oil money" for them.

Also note that an Indian PNC mayor (one of the most powerful positions within the PNC) hasn't led to massive race rioting in GT.
