PNC will allow what happened in the Black communities in America to happen to the Indian communities in Guyana. And PPP made their job easier.
Here you go blaming the PNC. This problem is a function of the estate culture which developed in Guyana and Trinidad where alcoholism was encouraged by the colonialist estate managers, who themselves were also alcoholics. The whole "Rum till I die" culture.
The PPP when it came to power in 1956 DID NOT ADDRESS IT! In fact they like the old time estate managers probably liked the sugar workers to be intoxicated so that they could be fooled.
