Her intentions are irrelevant. Did she consult with a local lawyer on her options? I know how some of these countries operate. They grant you work visa status but you do not contribute to any social security etc so you are not entitled. When you retire, you leave!
Anyway, these are socially backward societies and Guyana should not emulate them. Guyana should follow the European model, tougher than the USA but with a pathway to citizenship.
