As one of the numerous examples, a hydroelectric dam can be built with a probability of 0.01, 0.1 percent, one percent, 5 percent, etc., probability that a flood can occur to exceed the design parameter.
That may be true for a hydo dam. In the current case, it is just something a politician pulled out of thin air.
