That's a fact  Guyana  have Presidential System of Government  not  Parliamentary System of Government.

That's not what Django said. He is a making statement about the "system of Government". 

I do not know if you are aware but Guyana has a Parliament which makes decisions. Whether it is a PM or President, the system is no different.

There are differences, try to educate your self.
