If the President is of the view that the list is deficient either in totality or in the names that have been included, he can exercise his discretion to deem the entire list unacceptable. See page 30 of the Marcel Gaskin’s case.

“If the President considers that one or more persons on the list is not a fit and proper person and therefore unacceptable, then he may decide to reject the entire list as being incomplete or restrictive, or

In other words when the evil genius Jagdeo pushed in completely unsuitable people like Norman McLean, Ryhaan Shah, and others he contaminated the entire list, even if there might have been some suitable people in it.

One can only wonder why Jagdeo did this.  My thinking is that he wanted to provoke a crisis and the dumb Granger fell right into it. Granger should have provided some names for Jagdeo's consideration, in other words teaching him how to select competent people of high moral character who are deemed to be independent thinking and not corruptible by the political process.

But we have seen that Granger cannot work with people outside of his tight little circle.  The passive aggressive man that he is he lacks the fortitude to dominate the situation and continuous gives the floor to Jagdeo.
