CONSTITUTIONAL PROVISIONS

That Article was amended in 2000, under then President Jagdeo to give the leader of the opposition the responsibility to submit a list of six persons from among whom the President could appoint a chairman. The caveat is that the list has to be not unacceptable to the President.

In a case where the leader of the opposition failed to submit a list, as provided by the Constitution, the President would appoint as GECOM Chairman, a judge, a former judge or a person qualified to be a judge,.

Perhaps, this individual has failed to grasp the simple fact that the Opposition Leader has not failed to submit a list of candidates.

Had the Opposition Leader not submitted a list, the president would then have the absolute right to appoint a person.

Demented Guy, the list has to be acceptable to the President. It is specified clearly in the Constitution which you posted earlier.

I know after you reach eighty years old, understanding gets a bit difficult so I'll break it down for you. English is not so tough after all.

This is the relevant clause from the Constitution. Read it as a whole and stop picking out one line at a time.

"The Chairman shall be a person who holds, has held or is qualified to hold the office of Judge of the High Court or the Court of Appeal or any other fit and proper person who is appointed from a list of six persons, who are not unacceptable to the President, submitted by the Leader of the Opposition after he has meaningfully consulted with the non-governmental political parties represented in the National Assembly. If the Leader of the Opposition does not submit such a list of persons then the President shall appoint a person who holds, has held or is qualified to hold the office of Judge of the High Court or the Court of Appeal."

In simple English for you Simpletons -

The Chairman is appointed from a list of six persons 

who are not unacceptable to the president and

who are submitted by the Leader of the Opposition and

after the relevant consultations.

If the list does not meet all the requirements, then the President has the option to choose his judge unilaterally. Granger found the lists unacceptable so he exercised his right, guaranteed by the Constitution, to unilaterally appoint the judge as the chairman.
