Where does the capital come from and where is the expertise with these cronies setting up companies?

You don't need expertise in the area of work a company is involved in if you are a director of a company. The majority of directors in NASDAC, the Stock Exchange, etc. are hired for their management and money making skills, ability to guide the company, and ability to assembly a winning team of managers etc to take a company to the next level. It's mainly only internal promotion to director where expertise tends to be the guiding factor for the role.
As for money, that is a different issue. But again, what does the law say on setting up a business? Do you have to declare the source of the money that you are starting the business with?
