Forbes couldn't move quick enough on that approach. He then tried to coerce Barbados, Antigua and smaller islands into a union to bolster the African numbers in Guyana. The islands wanted no part in it. He then, got the overseas vote of the Africans while the Indians were denied ballot paper.

In 1965, three Caribbean nations Antigua, Barbados and Guyana initiated the Caribbean trade integration process by signing the Treaty of Dicksenson Bay, which established the Caribbean Free Trade Association (CARIFTA).
