Forbes tried to get West Indians to vote in Guyana elections to marginalized the East Indians. Was he a racist or wanted Guyana to be all Afro. Not enough time to implement his scheme with the approval of the United States, he resorted to the union of the caribbean islands. They rejected his plans of annexation. Then, he chose the route of the overseas votes. That gave the PNC 28 years to mold a destiny, Afro still at a lost.
