You seem to miss the piece where he stated the USG propose special legislation to offer preferential pricing on some deals to compete with the Chinese!
US can also offer some security guarantees as part of a value proposition!
They can also offer Trump enterprises to come build the sea wall! Trump would like that Wall thingy! Also a Trump hotel!
