So far, Granger has proven that he doesn't do anything purely because it is the right thing to do. In all his actions, he had to be forced by the court to bring him in compliance with law and order. And even then, he put up ridiculous resistance. But I am not surprised as I expect a despotic PNC to behave just as such.
