The focused issue is on what is happening now.

Perhaps those at the Guyana Rice Development Board sit in their seats and twiddle their thumbs every day with absolutely no responsibility to ensure what the enterprise is receiving and forwarding abroad.

In other words; -- executing proper quality control procedures.
