Is it slow thinking to conclude that these are slow thinkers given they are drop outs for what ever reason? Do you know any drop out who has made significant changes in the world that has vastly improved your life?
The areas of training is specifically targeting technically oriented vocational or service positions. But it mattered not how they are trained. We need every areas of expertise from mechanics to welders to chefs to programmers and A-plus support.
What ever areas in which these young people receive training would greatly enhance their sense of self worth and t heir competency to take opportunities available over the other option; bridge sitting and rum drinking and making babies with no means to support them.
If they cannot find jobs for trained teachers, CXC students and UG graduates, where will they find work for these struggling kids? I realize that these kids might have had some unfortunate events at home or not cut out to be the exceptional children we see being successful. Before you embark on a project like this, you have to ask yourself, "When they get out of training, what do they have to look forward to"? How many and where would they get employment? It's cost versus benefits. Don't go just throw money and think it's going to fix everything.
Again, these are technical vocational training inclusive of psychological counseling on self esteem to rescue many of our kids from a life of destitution hopelessness and the consequent depression that leads so many to suicide or crime. It is not a panacea but it is an agency of organized effort we find in every nation even the US to lift the spirits of the lost so they can revive their self respect.
A welder does not have to have a job waiting. He can build or repair a thousand things for people wanting them fixed. The same goes for a mechanic or a computer tech or a radiologic technician or even an inhome health worker or chef. This is simply to broaden the scope of the individual bootstrapping themselves. Government can only create the infrastructure that is amenable to job creation. It cannot create by itself more than a few thousand jobs.
In time we will go green and the money will be available from pending oil funds if used wisely to support many areas of an emergent green economy. We need every person prepared to move into areas of opportunity and not be bereft of the requite self esteem or think they can be creators of work.
These jobs all take start up capital. Where these unfortunate kids and parents will find that kind of money? They can hardly afford a pair of shoes or food.
