PPP frauds, why didn't the PPP attempt an initiative like this?  This while they claimed that Guyana had a shortage of skilled workers, so Chinese had to be brought in to build the Marriott.

Don't try to reinvent the wheel. Guyana ALWAYS had Government Technical Institute, [GTI}, Guyana School of Agriculture, Port Mourant Training Center and don't forget Ondermeaning Boys school in Essequibo. The youth unemployment is over 40%, you can train all you want , there is NO jobs. One and half years in government and still no jobs, OH I forget, crime pays, crime has lots of vacancies. The Ministers are thieving from the top setting VERRRRY good example can't blame the little Black Boys.

Those schools are part of the infrastructure of organized education. These people dropped out and the program proposed here is a safety net to trap them from being lost to the labor force.

Part of the reason there is 40 percent unemployment is that we are essentially unskilled and ordinary school to CXC level prepare individuals to further their studies not fill niche jobs. Vocational training that covers a year can create, dental tech, inhome health support staff, etc for many areas not to mention it can give us draftsman and carpenters who can all bootstrap their lives.

This is better than sitting on ones hands and saying woe is me. It means that a purpose is created for 4000 kids each year to counter the trend of 3000 young women, and some 2000 boys who drop out each year.
