I thought Joe Harmon refused the $US18M from ExxonMobil, stating that Guyana border dispute with Venezuela is a matter of our internal affairs and Guyana must fund its legal expense.  

All sorts of spin was heard,when they were exposed.

I read another article where it was mentioned the Bonus should have been placed in the Consolidated Fund,and then taken out legally for the Territorial Defense.

Is that not the requirement of the constitution and the financial management act? Does Ram and Goolsarran, among others, not know what they are talking about?

it is a spin that releasing the acceptance of the signing bonus will necessarily make anyone think that the money will be used for the defence or GUyana's territorial,integrity. Are they trying to tell us that without the bonus, they would not have been able to fund the legal defence out of government revenues? Are things so bad with the country's finances?
