When the GECOM Chair says that it was not their intention to deny the 25,000 or so people the right to vote unless they pick up their ID Cards. Intention is the corrupt measurement of GECOM’s actions, however, it is the impact on the individuals affected that matters.

The GECOM Chair ought to have known that.
