That's the point. The PPP's strong points are also its weak points. They have used the projects as the mechanism/pretext for taking kickbacks, bribes, steering contracts to their new parasitic bourgeoise friends, and essentially farming out and divvying up the spoils of the country to their co-conspirators.
The money from the projects did not trickle down to the working poor, who still catches hell on a daily basis.
