It cannot be handwritten. It has to be computerized as part of the counting process. There is no way to harmonize those two lists without using a computer. I saw those people in the field with tablets. I hope it was not for show. In any event, why would part of the job not be the perfunctory documenting the daily work by entering it in a computer.

It has to be electronic because how do they quickly validate and verify who they counted is not already on the list.  I assume they will match up with the NIS#.  Then it leaves only the real new additions to be audited ensuring no Haitians, Angolan, etc on the list.

The PPP would get hard copies. They already have electronic copies of the old list. It is easy for them to scan the hard copies which would also come in PDF format to excel and convert that to SQL. They can kick out every new immigrant for the claims and objections period to adjudicate. I believe the emphasis of the PNC pocket judge of not kicking out anyone was for this reason. Those PNC fellows are very astute.
