The process was flawed.  They had tablets but WiFi was unavailable.  Many people were not home.  Some refused to provide information.  Many areas were not covered due to accessibility.

The caveat could be that the PNC demand that voters must use the new ID card which was issued.  Many people don’t have the new ID cards.  

One does not need ever present connectivity to do data collection. That is the case even today where people are in the field in remote areas and have to batch their jobs to a centralized location and get feedback as to how to follow up or do analysis. 

Those people who refused to deal with them should get their backsides to the nearest registration and register themselves. They will not get on the list by magic.

The PPP should be sending out that message all the time. The PNC cannot demand who get ID cards. That is to come from GECOM. it is their duty to validate the cards or issue new ones. It should be noted it was ID cards that the PNC used to invalidate Janet's full term.
