Maybe Roopnarine feels he has more important stuff to do? That would seem likely as these meetings tend to be nothing more than glorified junkets that produce very little of substance.

Anyone who thinks Roopnarine is some powerless rubber stamp in APNU is grossly misinformed or just plain lying. He is one of Granger's closest advisors. If there's an inner circle, Roopnarine is in it.
