Bruck down/inefficient/antiquated factory and processes too highly dependent on manual labor. To make sugar profitable, it needs to be rebuilt from the ground up. Unfortunately, the ppp and now pnc don't have a clue how to do this, also sugar should be in the hands of private investors who will ensure that it is efficient as profit is their end goal.
