The Ramotar regime was able to do so within 120 days when they faced a similar NCV possibility.

The last H2H was in 2008.  This list is clearly older and you know Guyana well enough to know that it needs updating.  People cannot register online and no one will refresh the list to remove dead people. 

One can argue that GECOM should have begun to do this in April before the deadline but it is what it is. 

You know full well that if the PPP loses the scream is going to be "de PNC use dead people to vote".  I would think that having a fresh list, given that the last refresh was 11 years ago will be in everyone's interest.  

It is appropriate for GECOM to be advised as to how this can be done within a 60 day window as what needs to be done is to allow young voters to ensure that their names are on the list and the names of the deceased to be removed.

Lets get this straight. Only stupid people throw away their database periodically and start over. H2H should be confirmation of data already held and a purge of what is extraneous. It is simply a matter of a query to the system and a print our of a list for the canvasser to check, verify, add, delete and send back the updated data to the registration office.

These days, with the advent of cheap tablets each canvasser can have the geodata at their fingertips so the ultimate collections are directly inputed into a shape file so anyone can statistically point to random buildings and do spot check for accuracy.

THe PPP screaming dead people vote in the LFSB era is correct. There is a bbc documentary on that particular claim and how wide spread it was. 

The present croaking of the PNC about bloated list is purely political. The number of excess voters they claim exist on it is also pulled out of a hat. No viable statistical evidence exist to rationalize such figures. Note, it is the same list that brought the present government into office some 4 years ago.

Yes we need to clean the list but one starts with the one we  have, send out canvassers to homes mapped on the ground and tag them with the names of people living there. That is how any computer person would do it or any statistician worth their salt would advise.
