Abject nonsense. The lady detailed what was given and why. The state was in the hands of a Soviet era puppet. It was five years that the regime changed and the Ukraine had to build its own standing army of recruits committed to a EU leaning Ukraine. You talking to white people or whatever people does not mean you got the right information. Listen to the people who know and not the hacks Trump let loose that stymied a work plan for rehabilitating the state based on his petty focus on a corrupt scheme to game an election.

For reasons Ms Hill and others pointed out...they did not have the capacity to handle lethal aid when they had no disciplined military and no leadership worthy of trust. Obama give them their first capacity to create a defense force and to build on it that they could resist. He did not leave them to die.
Trump let a whole half a million Kurds to face ethnic cleansing and thousands will now live for decades in refugee camps all because he is plainly ignorant of the history of the region. Since then he has done nothing but lie about the status there as the world is aghast at his ignorance and capacity to live in his own head.
