Brentnol Evans wasn't a head of mission. He was consul general and the simpleton used to have to beg for $$$ because half the time the PPP wasn't even paying him.
A black man was kept acting UN Ambassador for years. The PPP refused to appoint him until a big issue was made of this. That is how it was under the PPP. Of course when people are not confirmed into a post it impacts their pension.
