Hope Beach indeed is a nice place, Zed.

However, one needs to review the information carefully to note that the designers/proponents are unclear on costs, energy outputs, etc., and they hope to produce energy and the government must be responsible for its distribution plus pay a guaranteed rate to the developers.

BOOT does not operate in that manner.

Basically, the developers are the owners/operators for a period of time and then transfer arrangements are then made to the government.
