When a company is in its dying breath in North America what happens with that company? The govt will either pump money into the company hoping to give it a jolt.

After receiving a jolt and the company still flounders what happens?

It is placed in Bankruptcy it is then shut down. No govt keeps pumping money into a dying business. The government (s) would have done better for the workers by giving them the cash so they could either retrain or invest.
