Is the "right of innocent passage" just for commercial traffic or it applies to their military vessels also wanting to go out to the Atlantic?
Territorial Waters extend only up to 12 nautical miles out, and "innocent passage" prohibits certain military activites that threaten or compromise the coastal sovereign state . . . other than that, military vessels can traverse without hassle
that said, i am at a loss to understand how, as a practical matter, Venezuela is constrained in enjoying open access to the Atlantic from the Orinoco delta under the worst of circumstances . . . the relevant Guyana and T&T Exclusive Economic Zones (extending 200 NM out) represent international waters outside the 12 NM Territorial Sea
