The UK did not impose PR on Guyana. All the major parties in Guyana, including the PPP, agreed to it. That Duncan Sandys imposed PR on Guyana is a misconception. PR is the only system that can guarantee one person one vote and that is the essence of democracy. Cheddi knew that and that is why he agreed to let Sandys change the electoral system.
