You are getting beyond yourself. He answers what to politicians? You obviously don't how the department is run. He is head of the department and is updated on everything. He is not corrupt as your ignorant classmate claims... Procedures are set in place for his deputy and 3 CEO's to follow. He receives his authority from the Official Gazette after the laws are passed by the Parliament.
