Roosevelt appointed Joe Kennedy (JFK,RFK father) to be the first Securities and Exchange Commissioner in 1934-35. (Head of the SEC). In charge of regulating Wall Street. Joe Kennedy was a big stock manipulating crook. He was appointed to head Wall Street because he knew all the con schemes. It takes a crook to catch a crook.
