Not really ,it's the government of the day duty to govern and make sure the needs of the people are met to satisfactions.

I agree bai. But the PNC ‘government’ from 1965 to 1992 did not see it fit to meet that need. It finally got realized under the generous auspices of Dr. Ali. 😀
