In any country in the world if the Chief Elections Officer goes to court and testifies that the results of a plebiscite do not reflect the will of the people it would be all that is required to annul such results.  Mr. Lowenfield has already said as much.   Jagdeo is involved in the elections petition because as leader of the PPP he is a respondent. It is required that he be served with required documents.  He claims that he wasn't properly served.  This is a procedural tactic meant to delay the proceedings.  What do you mean he is not involved?  He is in the thick of things and afraid of the outcome.
