Bibi, there was no sarcasm in my question. I wanted to know his qualifications as Guyana president. I met him a few times at the OP when I visited the late Gossai. I believe his qualifications might be linked to Russia, but I am not sure.
You might know him better than I do. I know about him from his actions as the president and how some people responded to his policies.
He did study in Russia and speaks Russian well. I have known him my entire life, that is why when people who don't know him spread lies and gossip, it grates my nerves.

My issue with the Jagdeo administration was seeing the negative result of his representatives actions and non action, regarding people who voted for the PPP. I was surprised at the people's anger.
Jagdeo might not have been directly involved, but he was aware of it based on what the people told him [in my presence] and he did nothing to change or improve the situation.
