Why did they not change the face of the GPF and GDF when they had the chance but instead cry the blues about these outfits being PNC, especially with all the complaints of these forces going out of their way to do damage at the polling stations?

They did not care for change, they are no better.

Simple. The GDF and GPF have always been traditionally PNC dominated. Had the PPP changed the structures to shift that makeup, they would be guilty to taking away jobs/positions from people who are not their supporters. Imagine the outcry if the PPP had made that strongarm move.

Coming to the Constitution, changing the most egregious elements of it requires a two third majority. The PPP never had a two third support in the National Assembly and the PNC never cared to work with the PPP. If it is true that Jagan gave critical support to Burnham, it shows that the PPP is on record of giving support to the PNC whereas the PNC couldn't bring themselves to doing that to the PPP.

But in areas where there is not a requirement for a two third support, where the PPP could have changed the Constitution without being hampered by any handcuff from the PNC, they did. The most significant change is where a President can only serve two terms. And even more significant is that the change to limit a president to two terms was made while Jagdeo was President.

So the PPP has been better than the PNC. In many ways. Including how peacefully Ramotar prorogued Parliament, held elections within its limits and demitted OP when the results suggest that the PPP received less votes in 2015.

We are just under ten months since the successful passage of the NCV and the PNC are still disobeying the 90 days limit of that vote.
