I don't think it's a matter of knowing what to do. I remember when houses were moved in the Plaisance area to widen the East Coast Road. Around that same time the roads in Better Hope North were redone. Then, they took their time and did it properly. Those roads lasted though yearly flooding for quite a few years. Now, I'm not sure if it's the material used, the workers just not caring or if it's done by private contractors whether they're trying to maximize profits in whatever way they can. Then there are the officials who don't seem give a damn.
