Why is he being so dodgy?

Why is he answering a question with another unrelated question?

Why is he invoking "duty of confidentiality"?

Why don't he just enlighten us on the process and prove transparency and that the taxpayers received the best value?

Why is he not enforcing the tax rules against BJ?
