Ow budday.... the question is a very simple one, not requiring references to links and deep research. Do you concede that tuition at University of Guyana was free prior to 1992 and fees were introduced by the PPP in 1994? If so, how can the PPP and its supporters like yourself claim credit for wanting to implement free tuition when it was free at the inception?

PNC secure two soft loans in the 1980s from IDB. early in 1990 the UNDP assisted UG financially through its united nation volunteers program. it was expected that the salary increases of over 90% for academic staff in 1994  would result in attracting local expertise to UG.. making the UNV programme no longer necessary.

the UNC was discontinued but UG remains unattractive to more highly qualified professional.

if the IDB programme was to sustain, a massive increase in UG budget was needed.

because of the country economic problems, larger government subvention was not possible.

The vice chancellor of UG proposed a Cost recovery plan  that involves a repayment of cost by students after graduation over a period that could extended to 20 years.

To launch such a plan, government increase UG budget from G80M in 1992 to G300M for the school year 1993/1994. 

PPP government obtain a loan from sources to fund loans to student for 1994/1995.

i hope this answer your questions, why Fees was introduce in 1994.

 

I never asked you why. Please reread my post. And when done, if you understand, please explain to GNI's idiot. Do you understand clearly that tuition at UG was free before 1992?
