Who in the green shirt and khaki pants overseeing the voting. 

He is not overseeing the voting.  As a candidate, he is entitled to visit polling stations.  

In Canada, US_of_A, Britain, etc., candidates for elections DO Not visit pooling stations to monitor the election process.

Each candidate has representatives who are entitled to be present at the pooling stations and they are situated in a selected area where they can observe the process.

In Canada, US_of_A, Britain, etc., no representative is situated as that shown in the picture of the person in green shirt and khaki pants. 

Tell me something I don't know.  If you look at the video of Granger's visit to the polling station you would know that there were dozens of reporters and election observers present.  A reporter asked him about the propriety of him wearing the green shirt etc.  Now go and watch the video for the rest. 

Immaterial, he has no right to be present in front of the table and agent where people are voting.

It is perfectly in order if he is making a visit without people at the table to cast their votes.

It will then be considered acceptable as a presidential candidate making a courtesy visit.
