Your statement is like a lump of sh*t. Carter did not allow the PPP to win the elections in 1992. Carter threatened Hoyte into holding free and fair elections. If you mean "allowed" equates with "no rigging of Guyana's elections, then you have a point. Carter stopped black people bullying at the polling centers.
