So why there was no charges ?
Because Cheddi Jagan played Jesus Christ and forgave the PNC. He said: comrades, we have to move forward, not waste time on the past.
It can be concluded, there was no agreement with the Carter Center to penalize the PNC ?
Brother, I cannot answer that question because I don't know. I know Jagan said what I paraphrased above. Admittedly I myself might have mentioned that "promise" to Carter but it was based on second-hand information.
