For an autocrat to emerge there must be willing supplicant class. This class often feeds the autocracy as we see with their sheeplike following along ethnic lines rather than by thinking and these low level clerks of this class can be monsters themselves with the little authority given them. One is reminded by the phrase they "tyranny of the clerk" and everyone here knows what it is.
