Maybe extremely small plants may be built in localized areas sometime in the future.

Small ones like those built on the Essequibo Islands.

They can use wind power generators.

 

The PNC does not money to build benabs. Where will they find money to build wind power generators.  The IMF turned them down, claiming that Guyana need a stable Government.   Granger is no jagdeo.
